I would like to draw my design terrain directly in a cross section view similar to the InRoads Cross Section to Surface/Surface to Cross Section and GEOPAK DTM Input commands?

This video demonstrates how to use Profile Views to create sections along user defined location and draw profiles to generate 3D graphics that can be used to create a Terrain.
