Question:

 When I select "Import", it reads through my layers that I added, but it says "0 features imported".?

Answer:

Ensure that there's a coordinate system assigned to your dgn, then turn on bing maps. After doing so, ensure the area with the view extents corresponds to the geographic location associated with your coordinate system. For instance, if the coordinate system is in Kentucky, United States; make sure you're zoomed into that region in the dgn then import the layers.
