NOTES: This is applicable to older installations of V26 only 
You do NOT need to un-install anything to resolve this issue

After running a new installation of Bentley Hevacomp V26, a Run time error 380 occurs within the MAT program while trying to manipulate constructions

Method

Bentley Systems have identified an issue within the Design Database/MAT program - while trying to add or modify a MAT construction, an Error 380 will occur when attempting to add fabric to a construction. This is due to a number of files being placed into a folder where MAT cannot access them..
