Problem

Receive error message "Unable to write to <path><cellname>.cel - perhaps it is write protected." when attempting to create a new cell in a .cel file.

Solution

This error message will appear if the .cel file in question is in a read-only directory.

Move the .cel file to a location where the user profile has read-write access. Then try creating new cells.
