The line terminators are rotated 90 degrees rather than in the normal manner.
The file was originally an AutoCAD file that was saved to DGN. The terminator in this file was converted to a point shared cell. The file has rotation in it and because of the shared cell being a point cell it will rotate with the file. What will need to be done is the cell library will need to be opened as a dgn file and the cell will need to be changed to a graphic cell so that it is view independent.
The other method is to drop the shared cell to normal cell and then drop it to individual components and then recreate the cell as a graphic cell. This will then keep the terminator from rotating
