Problem

How to place Cells with ByCell Attributes in DGN Workmode so the elements in the cell take on the active attributes

Solution

Version 08.01.02.15 or later is required to accomplish this:
1. Add this to the Workspace - _USTN_CAPABILITY < +CAPABILITY_BYCELL
2. Create the cells with elements that use ByCell attributes.
3. Change the Active Attributes to the Attributes you want the elements in the Cell to "inherit".
4. Place the Cell as a Shared Cell.
