Problem:
In the Project Explorer, the civil tabs (Civil Standards, Civil Model, Survey, etc.) are missing.
Solution:
In the MicroStation menu go to Settings > Project Explorer.
In the Project Explorer Settings, change the values for the civil browsers from "False" to "True".
