Solution

Reviewed exception details and there seems to be a SQLite database conflict
C:\Program Files (x86)\Dell Backup and Recovery\Components\Shell\SQLite.Interop.dll
C:\Program Files\Bentley\MicroStation CONNECT Edition\MicroStation\ConnectAdvisor\SQLite.Interop.dll

Rename following folder “Dell Backup and Recovery” to “Dell Backup and Recovery1”.
