Problem

Can't open file with RPC cells in SS3
It is not possible to open any file created in previous MS versions
which contains RPC cells

Solution

Repair MS installation
Some necessary .dll files have not been installed,
e.g. RPCapi.dll, RPCFilterHost.dll, RPCJPeg.dll, RPCcls.dll
Unknown reason but likely they have been blocked by Virus Scanner
