i need to ask in ACI 318 SECTION 8.2.3 Slabs prestressed with an average effective compressive stress less than 0.9 MPa shall be designed as non prestressed slabs IF i have this case Aps x Fse less than 0.9 MPa we should ignore all tendons provided and design the strip as RC SLAB and disable the option of consider as posttension

if I will not consider the average precompression in columns punching design as ACI 318 sec 8.6.2 and the minimum reinforcement can be any combination of prestressing steel or passive steel. Most international codes present this in what I consider to be a more rational form: simply specifying the minimum quantity of steel required (accounting for differences in Fy)
