Accidental Torsion moment and Natural Torsion Moment

Hello Sir
I have some questions regarding Seismic Loads. I watched lots of YouTube videos of Bentley Institute as well as Bentley Structural. I have seen, In seismic load cases Sanjib Das sir added these two things in seismic Loads for checking the irregularities in the structure.

a) Multiplying factor for Accidental Torsion moment
Factor : 0.05
b) The multiplying factor for Natural Torsion Moment
Factor: 1.5
Both Z and Z direction

My First question - Is there is any clause in IS 1893 about this. 
My Second Question - Sir also applied seismic Load in the "Y" direction. Is this compulsory to apply seismic Load in Global Y direction?
